Mr Ng Kian Swan

Kian Swan brings a wealth of experience in hospital leadership and has more than 25 years' experience in a senior management position in both private and public healthcare sectors. He has a proven track record in hospitals design and commissioning, hospital operation, Sustainability, service innovation and transformation, fiscal management including maintaining capital and operating budgets, quality and performance improvement and enterprise risk management.

Kian Swan played a key role in the planning, commissioning, and opening of NTFGH and JCH in 2015. In his role as the Chair of the JurongHealth Transition Planning Committee, he provided direction and support to the respective workgroups and executed a comprehensive migration and commissioning action plan to ensure the operational readiness of NTFGH and JCH. He had been involved in the planning and commissioning of Khoo Teck Puat Hospital, Jurong Medical Centre, Raffles Hospital, Changi General Hospital, Cathay City Medical Centre & Hong Kong International Airport Medical Centre.

At NUHS level, Kian Swan oversee Facility Management, Biomedical Engineering, Physical Security and Emergency Planning and worked closely with key stakeholders (internal and external) in improving the overall efficiency, productivity, and safety of the NUHS campuses.

He is responsible for the performance management and delivery framework under which the corporate and operational priorities are achieved.

In addition to his NUHS Group portfolio, Kian Swan is also the Chief Operating Officer of the 700-bed Ng Teng Fong General Hospital and 400-bed Jurong Community Hospital, Kian Swan has overall responsibility for the smooth and efficient operation of the facilities and related services, policy development and fiscal management. He is accountable for the achievement of objectives consistent with the hospitals strategic and operational plans and ensuring that staff delivers high quality and cost-effective care and services.

To build a future-ready workforce which is flexible and nimble and equipped with both broad-based learnings and cross-sector skill sets, Kian Swan had fostered a culture of continuous improvement and innovation through the application of Design Thinking and Lean Management tools. The service transformation has created more career opportunities for the staff and achieved substantial cost saving.

Kian Swan also plays a key role in driving sustainability efforts at NUHS. Cognizant that the healthcare industry is one of the greatest contributors to climate change, Kian Swan work closely with the key stakeholders in accelerating the Decarbonisation and Sustainability efforts to achieve net zero carbon emissions.

Kian Swan led the Taskforce to transform the various institutions into energy and water efficient healthcare facilities, embeds more sustainable practices into everyday business life, conducts healthcare delivery in a more sustainable manner, deployment of green technologies and solutions for buildings, adopts a circular economy to reduce the need for extraction of further resources and promoting environmental stewardship to inculcate informed and responsible sustainability habits in all NUHS staff.
