Dr Chen Shiling is a physician with special interests in dementia and adults with intellectual disability (ID), and is deeply passionate about improving the lives of both populations. She is the founder and executive director of registered IPC charity “Happee Hearts Movement’’, which runs IDHealth, a healthcare service that advocates and provides for the health needs of adults with ID and their caregivers.
She also works with Khoo Teck Puat Hospital in supporting persons with dementia and their families.
Dr Chen is currently a member of the Management Committee of Dementia Singapore (DSG) and chairs their Programmes and Services Sub-Committee. Concurrently, Dr Chen also serves on the Board of AWWA and is also in their Programmes and Services Committee. She is also a member of the Association for Persons with Special Needs (APSN) Allied Professionals Advisory Panel. She also serves on the Healthcare Work Group in Movement for the Intellectually Disabled of Singapore (MINDS).
Dr Chen is also an appointed member of the Adult Protection Team (APT), Ministry of Social and Family Development, and a member of the 4th Enabling Masterplan (EMP2030) Steering Committee. She is also a member of the Institute of Mental Health (IMH) Clinical Ethics Committee (CEC).

HM16 - Panel Discussion by SG Enable
A panel discussion by SG Enable, the focal agency for disability in Singapore, in conversation with key partners to share on lived experiences, challenges and possible solutions in disability-inclusive healthcare practices. The panel will include:
• Dr Chen Shiling, founder of the Happee Hearts movement behind IDHealth, which provides integrated healthcare services for persons with intellectual disabilities.
• Josh Tseng, SG Enable’s iChamp (Inclusion Champion) and Director of Accessibility Services at Etch Empathy, recently represented Singapore at the 17th Conference of State Parties to the United Nations Convention on the Rights of Persons with Disabilities (CRPD). He will share his lived experiences as a person with visual impairment and his insights as a digital accessibility consultant.
• Chia Ai Ling, Director of Communications and Partnerships in SG Enable, will give an overview of the landscape and the organisation’s work in enabling disability inclusion through partnerships.
